Seemed to do the trick

I just installed a gtx 690 in my pc and whenever i open a program that needs permission like cpuid/hwmonitor my screen goes black for like 3-4 seconds and then comes back with the yes or no to run/open. Drivers are all updated and i haven't had anything like this before.

Recently got a MSI R9 290 and the temperatures were sitting around the 35C idle, and now they are hanging around 45-60C for some reason. I checked the task manager and theres no heavy programs running. http://imgur.com/ubdNQDq

What my plan is, i would like to get either a r9 290/x, put a water block on it and add it to my loop, and then do some overclocking on it. But my question would be, will my overclock on the cheapest one available be the same as if i had went with a more expensive one and overclocked that?

When water cooling a gpu should i get the more expensive version or the cheapest one possible and then put a water block on it after wards?

Im looking into either the Gigabyte 780 ti GHz edition or the Palit gtx 780 Ti Jetstream due to them both having really good reviews. Just want to know which to choose for gaming at 1920x1080 if anyone have experience with either of them. Or of course if there are any better variants out there...
