This may sound silly, but make sure your display cord is in your GPU.

Last time I upgraded my PC I got a new motherboard and CPU, however my PC wouldn't boot because of the hard drive. My question is, I'm getting a new motherboard and power supply, will I need to get a new hard drive and copy of windows (I still have the old copy of windows if I can reuse it.)...

That was the first time. Then the new issue started occurring where it wouldn't boot for more than two seconds which leads me to believe it's either a PSU failure or a short in the motherboard.

Thanks for the replies. I previously had an issue with my PSU failing during some games when I'd go full screen. So I need to replace this anyways. But would it be a good idea to replace the motherboard as well? I'd rather have a guaranteed work rather than just get the PSU and the motherboard...

I'm fairly sure it's just the current optimization of the game. I have similar specs, a slightly newer CPU. And I get the same occasional frame drops. Just try lowering the civilian variety and amount in the settings, might help a little bit. TL;DR wait for better drivers for the game or wait...
