    Just tried turning on the PC with no usb slots used and still had the issue. Hitting the power supply switch while the PC is running seems to get it to boot up correctly. It forces it to go into trouble shoot mode after detecting a sudden shutdown and from there I can just have it boot normally...

    This is what hwinfo reported on voltages after 30 minutes of playing Crysis 3. Edit: one more thing to add is the noise I heard when the PSU was sparking was not the traditional popping noise. It sounded like what you hear when electricity was arcing.

    I have run into another problem. When my friend restarts his computer it gets stuck in a boot loops. I have to force boot his m.2 drive in the bios boot settings for it to correctly boot windows. I have his m.2 windows drive selected as boot priority one.

    Got it to work using rufus to make a bootable usb from the ISO created from the MS Media Creation Tool.
