Welcome to the wonderful world of building your own pc. Word of advice pick a brand(s) of hardware, especially motherboard and stick with that (my fav is gigabyte) you will find they all have their own personalities and things they're picky about...you will learn instinctively what not to mix...

you can buy a gadget looks like a big x that will hold your vesa less monitor and provide a place for the stand to screw on to it but i'm not sure i'd put a heavy monitor on that.

Are you using a single monitor or a dual+ monitor setup. I had a problem like this when I was using my ancient crappy monitor as a second to my nice new gaming monitor. For me I had to go into the monitor settings and disable freesync/active sync/whatever you've got that does the same thing...

Don't feel stupid, we've all done it. I had one build many years ago problem turned out to be a screw had insinuated himself under the motherboard and was shorting to something this is experience and you won't do that one again I assure you, LOL.

Just my opinion but i think current tech is past 650 W ps I won't go below 750 anymore at all. I'm struggling with frame rates on something now myself so many little things to check in lots of places. Be sure windows knows the proper hz for your monitor you may need to set run as administrator...

I would not have that built that rig with that size power supply, I would have gone bigger and I would have chosen a good dual rail as well. PS issues can be tough to troubleshoot but it "sounds" to me like when your card starts sucking hard when all the gpu cores ramp up it all goes to hell...

Just my opinion, air cooling is pretty much dead go for a sealed liquid cooler. Of course a nice big radiator is great but they won't fit in all cases, there are smaller radiators that mount in the back of the case too. Be careful of offbrand units stick to corsair or one of the other names if...

you didn't say if you have any usb devices plugged in? if you do there are many things that pull too much voltage/current to be powered by the pc (original usb was 5v .5A unless you have usb high power and I'm not even sure those are a thing anymore one of my recent boards had those it was...
