What’s CPU do you use? How much ram do you have? What’s the rpm of your hdd, or do you use a ssd? Also note it’s rust. Some servers have more players than others, and are poorly optimized. Your PSU is fine.

Internet & input lag don’t relate. When you play games do they all have input lag, or just multiplayer? You’d be so much better off if you just try to fix the lag and play on difficult settings

Well it’s obviously your internet. Are you running a wired connection to each device? Wireless could be your killer. The other thing would be to try running a wired connection directly to your modem. If it still has issues, it’s your isp’s fault. If not, it’s your router.
