Hmm, the more Im looking into it, the more Im starting to think that the 39% minimal fan speed might just be the "hard" minimum that the graphics card lets me manually set... I just tried the MSI Afterburner and even though it looks like it lets me set up 0% fan speed at 45C and some 45% at 60C...
