Alright, well that's a start. I figured I would just turn off any encryptions on my drives but when I checked the bitlocker device encryption wasn't even on to begin with. And the other device encryption isn't even supported on my system. So I'm back to 0 :(

Ah my bad, I didn't mean the VPN. I meant why my ISP has set my location to their headquarters lol.

In hindsight, it might not really be a VPN. The location that any IP checker gives is where my ISP's headquarters are located. I'm not really sure how or why though.

I was streaming in this case so yeah. It happens while watching all kinds of videos. Usually the horizontal lines are much more noticeable and the vertical lines only appeared after I zoomed in on the screenshot I took.

I've looked at the same source using my laptop, and that's not the problem.
