    So you intended to do a clean install of Windows on the SSD? Is this a SATA SSD or an M2 style SSD? If it is an M2 style....M2 drives can disable SATA ports on certain motherboards and that may be your issue.

    I was unaware you were monitoring voltages. That's good. ....and if they look really stable it may not be the PSU. Although I think that if the GPU were causing the crash...it would probably crash immediately.....without the 10-60 second delay. Usually in my experience ....if some time goes...

    If the temps look fine.....I would be suspecting the PSU first. It is possible it's the GPU....and you could swap another one in if you have one...but I think PSU is more likely. ...and in my experience.....it is very rarely the CPU.

    When you have a brown out....it is common to also have damaging voltage spikes....which can damage the power supply. If a brownout damaged anything....I would suspect the power supply would get damaged ....as opposed to the motherboard of the CPU.

    Make sure the cooler is snug. Make sure the cooler fan is spinning. I think there's a good chance the cooler came loose.

    I would go to (in Windows) where you choose the displays and the display configuration. Make sure the correct display is selected. I've had this happen when Windows had the wrong display selected.

    I think some MBs do and some don't. I think it would depend on the BIOS code....or perhaps they default to full speed until the BIOS takes over. I've had motherboards that do it and motherboards that don't. I'd replace the fan...the bearings sound like they're failing.
