The CPU with higher score is i7-3770. The CPU with lower score is i7-4770. I do not get it. It burns my brain

This noise comes also when I move the mouse ( cursor). So I move the mouse up-and-down and I hear like a scratching noise inside

Hi I want to buy two Xeons for a workstation. Do you think it is worth the 130 USD difference for a 0.5Ghz increase/core ( in Turbo Mode) ? I mean one is 3.3Ghz in Turbo, the other is 3.8Ghz . Difference in money as I said. I use it for image rendering / 3d modeling
