Every time I try to open and play a game (Sniper Elite 3, Batman Origins) I get these black lines/borders at the bottom and to the right of the screen. This has started happening today, normally it never happens. This only happens in games, it's perfectly normal on desktop,running chrome, etc...

So I just finished building my PC I'm tweaking stuff, I change my resolution to 1920x1080 and it looks gorgeous. Then I decide to install the drivers that came with my Sapphire R9 270 Card and out of nowhere it looks worse than before. I don't what caused this or how I can fix it.

So I plan on getting an Athlon X4 760K and R9 270 and I would like to OC both, not too much. What are some good motherboards for this under $70?
