    VGA is an analog signal, so you should change to a HDMI to get the best image quality. That may help with your problem too.

    That code is supposed to mean "CPU not detected", so if the PSU is healthy then the CPU is the main suspect. If you have access to another CPU that fits this motherboard (from an older PC maybe), swapping CPU should reveal if that's the case.

    Yes using the onboard VGA would be a good solution, IF it actually works. Not all motherboards support using the onboard when you also have a separate gfx card. Otherwise a HDMI to VGA converter might work for you. I bought a very cheap one off ebay for ~$10, and image quality is perfect.

    Are you using a VGA cable? Try a digital cable instead (DVI, HDMI, DP) If your monitor only has VGA then there should be a way to adjust image size and position in the monitors settings.
