Yeah same thing with disk or no disk. USB on its own behaves the same way.

Ah ok. So CSM was disabled. By enabling it, when trying to run the installation media along with a raw SSD, I got the Windows logo and actually got a spinning circle, but it's been at it for about 15 minutes and hasn't fully booted.

Still no boot with only the installation media inserted. Sorry what's CSM?

Yeah I tried installing to a new 2.5" SSD and no change. It won't even load up the Windows installer from USB. Same for Linux. It just doesn't want to boot anything.
