i turned off hardware acceleration but there was still tearing and no flash things that i seen

Okay i installed that DDU thing and uninstalled geforce gtx experience but im not really noticing it in games, it will take time to notice if it actually fixed. But there is still tearing on youtube

i get screen tearing above and below 60fps and my moniter is 60hz ive tried nvidia vsync on all setting and vsync settings in game and a variation of both. im probably missing something but i need help this problem is killing me.

How do you know when your cpu is holding you back / when its time to upgrade. Basically wanting to know when its time to upgrade your cpu and not your gpu. If you dont get what i mean just ask and ill try again haha.
