Try another VGA cable, make sure the settings of the monitor are set to default if it has any. Failing that, your decade old VGA only panel, VGA port or internal board could be faulty.

Since a couple of bios updates, the issue has now been resolved. Likely due to a previous bios version.

This is now resolved. It was either 1 of 2 things. rng-tools and haveged wasn't installed or the hdmi cable wasn't firmly seated on the micro hdmi port. (As it was a very tight fit.) These don't explain why it worked with a USB keyboard attached and not with other peripherals. Thanks for...

To add to this. The HP Omen 25 is 144hz and the Acer is 60hz so I know it's not bios not liking the refresh rates of the monitors on both machines. My guess is it's a power issue of some kind but I have run out of ideas.
