If all else fails and your GPU isn't faulty you can always bump up your case fan RPM.

At Idle this is extremely bad, I can't imagine how hot it gets when under small load. Not sure if you can check for cpu damage rather than odd glitches but I would recommend getting a new CPU cooler or Reapply thermal paste.
