Been using the XFX RX470 SF 4GB For a week and noticing less performance than my 760 I previously owned.
The GTA V benchmarks get lower frames, and the card usage jumps randomly and never stays at a constant

I even noticed 750ti benchmarks with high performance than me.

My i3-6100 should be a good pair with the card, I don't know whats causing the lackluster benchmarks.

Solution
GTA V favors Nvidia cards. Your CPU is a dual core w/hyperthreading but GTA V works better with a more powerful CPU. These two things might be the issue. Use MSI Afterburner to monitor your CPU and GPU usage in the game. If you see relatively high CPU use but not so high GPU use you'll know that's the problem.

Try an AMD optimized game to see if this holds up.

edit: to clarity, your CPU is a good match for that 470, it's just that in THIS game it might not matter

I uninstalled my previous drivers using windows and Downloaded Radeon Revision 16.12.2

I downloaded the AMD drivers off the website and followed the instructions

try using DDU then reinstall the latest driver for your RX470. sometimes just simply uninstalling your old driver is not going to cut it especially when you changing from nvidia cards to AMD or vice versa.
