It's counterintuitive. I thought re-seating the CPU will have no effect as the CPU can only go in one way and it's firmly latched to the MB. I actually took out the CPU to check for bent pins. Oh well...

Update. I removed my CPU to check the pins on the motherboard socket. They were all good. After replacing everything I booted up the PC with all 4 DIMM slots populated and it booted into Windows. I think reseating the CPU may have solved the problem. I'm a happy camper now.

For those who have destroyed their USB3 headers on their motherboard or want to add extra headers there is a solution. You can plug in a PCIe expansion card with 2 internal USB3 headers.

It's not your PSU. It should be able to run any GPU on idle when it doesn't take much power. If the GPU isn't giving any output the PSU isn't to blame.

There is a clue which points to temperature stress. When you stress test CPU and GPU at the same time it restarted. Monitoring temperature may not be accurate as there may be hotspots on the motherboard which are not monitored. Try this test: Take off your casing panel and blow a fan at the PC...

Your rebooting problem is similar to mine and I suspect either the GPU or the PSU. Did your problem go away after replacing the PSU?

Does your PC restart by itself after shutdown or it just stays off until you manually on it?

Work the PSU harder with a stress test of both CPU and GPU simultaneously and see if the fan kicks in.
