Yes, that is the way to charge it. In fact, I use a 12 ft cable and keep it plugged in at all times whether I'm playing on PS4 or PC. However, I think that to play on the PC wirelessly, you might need a USB dongle. I'm not sure since I've never tried to play it wirelessly on the PC.

Your monitor should have buttons usually on the lower right corner of the screen that allows you to swap inputs. Hit whichever button is for Input (or Menu then navigate to input) then switch to HDMI source.

What resolution are you playing at? And what is the native resolution of your monitor? Also, what settings are you using?

30 fps is pretty much the gaming minimum standard. Consoles play most games at 30fps. There are a few exceptions of games running at higher such as 60fps though. I prefer 60+ fps as it's much smoother than 30 which is why I prefer to have multiplatform games on PC.

Make sure to plug the cable into the port of the graphics card and not the port of the motherboard.

They are more than likely being blocked by the firewall. Nothing you can do about it.

Is it an official Microsoft branded controller? I know that some knock offs have that issue where they only do 8 directions instead of being able to do a full 360. Found that out years ago when I ordered a Chinese knock off PS3 controller from eBay when I was in college.

I think the 1070ti would be fine for 1080p. However I recommend getting the i5-8600k over the 8400. The 8600k is a stronger processor and in the same price range.
