depends what resolution and framerate you want, 1080p 60fps a 390/970 is best bang for buck if you want to run everything on ultra. 960 is still pretty sufficient though. I'd wait for Polaris/Pascal but if you can afford to get a new card then sure.

well first off that cpu will be bottlenecking the heck out of your gpu. It could be any number of things unfortunately. First I'd check the PSU, if you can't test it yourself take it to someone who can or use a different PSU if you have one available to see if it resolves the issue.

If you can access the bios then you could boot up from a usb stick. use another computer to go to microsofts site here https://www.microsoft.com/en-gb/software-download/windows10, download the tool and use it to put the files onto a blank usb stick. Then tell your bios to boot up from usb.

surge protectors do what they say on the tin. if voltage coming in gets too high a component inside the protector kicks in and limits the voltage so it doesn't fry what ever is connected to it. It's still not healthy to have your pc randomly turning off and on again though.
