With the current motherboard the best cpu he can get is the 9590, but make sure it has a good cooler cuz they run hot. However, you are better off finding an used intel chip and board. i5 6600k and a z170 or z270 board w/ ddr 4 ram would be the better route. or go for a ryzen chip 2000 series...

You do need to make sure the x470 chipset can run the Ryzen 3000 chips. Most likely capable with BIOS update, but will need to check to make sure. You will also need to do the update before loading windows. I would suggest looking for an x570 board.

Gotcha, yeah there is no dual bios. Do you have a usb stick with windows installation on it? If so try to see if you can boot into that.

Nope all you need to upgrade a CPU is a new motherboard and the CPU. Since your i5 is running ddr3 then you have to get the ram as well. You have everthing you need. I suggest getting 3200mhz ram with the new Ryzen chips

Changing that boot to legacy most likely has bricked your Bios as this should be done before a windows install. Changing these with a current install usually causes issues. What mother board do you have? Possible dual bios?

I would say its the PSU as well. The amount of power draw is much higher on the 6300 vs the 430. Since the cpu is running out of power with the faulty psu it is causing the system restarts. Weird voltage spikes will cause your system to shutdown for safety. Your cpu is most likely fine as it is...

Its the CPU. Your cpu is bottle necking your graphics card. Those AMD chips were decent when they were relevant, but now they are obsolete. When I upgraded from a 9370 to an i5 6600k my frames went up about 40-50fps. During that era Intel kicked AMD's ass.

Do you have the Case front panel connectors connected to the motherboard. If not explains why nothing happens when you try to turn it on.
