I have seen ram to cause a variety of weird and random problems. if you have your ram overclocked or set to XMP, maybe try setting to default or run Memtest and see if you get any errors.

They do make smaller stock coolers for their 35watt low tdp cpus, but I do not think they did so with Sandy Bridge, it should be fine. take the i7 and run. no regrets there. If its older than 4th gen I would personally only take an i7.

What bios is your board at? asus says to use the 1100t the board needs bios 1005. Are any component get hot on the board under load like the VRM, power delivery area? Have you tried to use full load tests like Aida64 or prime95 and watch what happens with temps on all sensors and voltages?

What motherboard do you have?

Go into your bios and disable Cool n Quiet, this if i remember is what causes this to happen, so disable this and the cpu should stick at the set clock speed all the time
