Sorry, accidently pressed downvote instead of post an answer, chromebooks are great -.- I don't have Windows 10, plus old PC never came with installation CD.

Once my PC reaches "Starting Windows" the computer restarts and then repeats this cycle until either the PC is shut off, or I go into ASUS BIOS Setup, but once I hit save and exit the issue continues. I don't think they'res anything wrong with the HDD, I used it in another build not even 2 days...

Sometimes my PC will properly boot, sometimes it just constantly restarts the second it loads desktop. If it has properly booted, It will last for roughly 30 minutes on low load (not even google open, just desktop and nothing else) and it will just restart. Fans dont even stop, just restarts...
