PC Restarting after getting to "Starting windows"

Once my PC reaches "Starting Windows" the computer restarts and then repeats this cycle until either the PC is shut off, or I go into ASUS BIOS Setup, but once I hit save and exit the issue continues. I don't think they'res anything wrong with the HDD, I used it in another build not even 2 days ago and it worked fine with no faults. I dont have the Windows installation CD anymore and can't afford to buy a new copy of windows. I have no clue what im supposed to do at this point and this PC is causing more issues than it's worth.

Specs
- ASUS Prime B350-Plus
- Palit 1050 2gb
- EVGA 500w
- Some Toshiba harddrive I got in the prebuild (previous build) nearly 5 years ago
- AMD Ryzen 1600 (Stock Spire cooler)
- 8gb (2x4) Corsair Vengeance RAM

try to install other ver. of windows 10
.also what architecture you have set and bit

Sorry, accidently pressed downvote instead of post an answer, chromebooks are great -.-

I don't have Windows 10, plus old PC never came with installation CD.
