R9 380 and the R7 370 are great. The 380 can outperform a 970. If you can't buy that, go for the R7 370 and you'll be outperforming the 960.

If your budget is under 200 (USD) for a gpu, get a 960. If it's only around 150, buy a GTX 750 Ti. you can also go for the 300 series. In my opinion, I think you can get an H87 Mobo. H87 is just fine for an I5-4690K. Plus, it'll put more cash in your wallet for a better gpu or anything else. R9...

I have the cash to get a gaming PC with a GTX 970M or a GTX 960. Their performance is reeeealy close, but so far no real idea what is better. The laptop is from Clevo.

The AM3+ socket is "dead". In 2013, AMD announced that they would discontinue the FX series. At best, it's now a bargain cpu for mid level performance. Even though it's Eight or Six core, I5 and I7 generally are better. Don't look at cores, look performance.

What game were you playing? Also, what model of 750? Some models cool worse than others. Possibly a software malfunction. --EDIT-- Check your drivers ; if they are not already updated, update them.

The answer weighs heavily on power usage, drivers, and what is more powerful. Generally Nvidia is better than AMD, but in this case, the R9 280X prevails. When buying cards, I suggest avoiding powercolor. Some people have had bad experiences with them.

I just bought this computer for 409$, with a X5650 processor in it. Does the T3500 support full height gpu's, or only half heights? It came with a 575 Watt PSU, so power is not really an issue.

I am trying to get a laptop with a GTX 960m GPU. I have a limited budget since I just built a gaming desktop that cost me 2700, and I will need something to go with me if I travel. Just something low end, nothing special.

GPU. Your CPU is crap. Get the GPU, then the CPU. Bottlenecking will be a problem with your cpu (possibly if you get a high end one,) but do you want integrated graphics for a while, or get faster? :) P.S You will like the 700 series. They have better performance. Get the GTX 760/770.
