Are you gonna be overclocking? If so, the i5 is better. Realistically though, the i7 is probably a safe bet. More logical cores for the system to play with so you can stream easier.

Start with checking the fans and pump. It sounds like somewhere you have a serious overheating issue causing severe thermal throttling. Have you noticed anything like this before, or is this sudden? Can you try with a different cooler temporarily to see if that fixes the issue?

Define R5. Improves on the R4, and stays around the same price. The Define S seems to be more custom water cooler oriented. Out of the two given, I would go R4, out of personal preference, I'd go R5.
