On my Ryzen 3 1200's stock cooler, oc'ing to 3.8Ghz with 1.312v gets it to about 80c in a few minutes in IBT, which cooler would be better? Also, the liquid cooler costs about 20$ more in my region.

Yeah Ryzen Master gives same temps as HW Monitor. When the system isn't under load the Temperatures are same on all softwares but when stress testing Asus's AI Suite 3 and AIDA64's are like 5 degrees Celsius lower.

I checked with AI Suite 3 too, the temps are the same as the ones shown in AIDA64, temps in HW Monitor and Ryzen Master are around 5C hotter than Aida and AI suite and randomly spike by 10~15c in between AIDA64's stability test

The HDMI Slot on the Mobo can only be used if you are using an APU, Ryzen CPU's don't have any integrated Graphics unlike their Intel counterparts, the recently launched Bristol Bridge APU's should work fine, I'd recommend waiting a while for the next generation of APU's tho, Raven Ridge...
