We're looking to build a home server to be used for, steam web cache, file server (local and internet) and ripping and hosting Blu-ray's.
The hardware we're thinking about at the moment is:
CPU: athlon 3000g
Ram: 24gb ddr4 Storage: 10600gb 15k sas + 120gb ssd

Can you pinpoint specific things before this happens or is it just random. Also try running the network troubleshooter that can sort some problems out sometimes.
on the install screen there should be an option called troubleshoot. Once in the menu click advanced options and then command prompt. Follow this guide https://goo.gl/WcHRxV and it will tell you how to reformat the disk with the ntfs file system. Remember that you'll lose any data after the format.
Go to http://userbenchmark.com and download their benchmark tool. After it runs it gives you information about how each of your components are performing in comparison to other peoples. This may give you some indication as to where the problem is.

You might want to see if you've knocked any wires into the way of the fans while you were installing the ram. You could also check for any settings in the BIOS to do with the fans.
I am buying a new cpu off ebay which comes without thermal paste applied. Am I able to just recover the thermal paste which is on my current cpu and use that on the new one or do i have to buy new thermal paste. Thanks
Can you give a list of specs. Also try opening task manager and see what's being used when it freezes. For example if your disk usage is very high then it might be a sign your HDD is dying.
