I'm not here to sit and compare all sorts of ins and outs. OP had a pretty straight forward scenario put forward regarding two builds; for gaming. The Intel takes the cake, its already well established by all reviews out.

OP already has 2 builds. The intel build is $40 more expensive. And honestly, you don't need the silicon lottery to hit 5ghz. 5.3 yea, 5, no.

His cooling solution listed in the initial post is sufficient for this. So, it does not double as you try in insinuate. It is actually $40 as he stated.

Are you OC? Do you have your power settings in windows to performance? Not sure on the grading scale of this test, but I wouldn't bother with these. Get a more accurate representation of your CPU by running CB R20, as then you can easily compare to your CPU score with others.

seems to be a common issue with these running hot and idling around 50+. Most lay blame on the bios and voltage issues. Check if there are updates for your bios

if you've OC to 5ghz it shouldn't back off that much. only stock settings it will. do you have an AVX offset?

I know all chips are different, but I think your cooler is not operating properly. I can run 5.4hz on my 9900k and finish blender runs with max temps of 85` with 240w loads on a 360 rad and custom loop. Have you tried setting a more aggressive profile for the cooler?

seems doable at that voltage, but I would try 1.35. have you adjusted the LLC to turbo or a higher setting? If you have an XMP profile loaded, turn it off until you can get your CPU oc stable.

Sounds normal to me with your cooler. Prime will get things rather toasty really quick, as its a massive load, that will never be replicated in real use. IIRC the TDP is 110 for the i9. I tend to think the i9 is better suited for water cooling as well.

Is your windows up to date? What are your power settings at in windows? Make sure they are not in power saving mode or anything like that; go with balanced or high performance.

could be many reasons your reaching 100% cpu load, but we cant be sure. try opening your task manager and see what is running while you have a few programs open.
