[SOLVED] CPU underperforming, why?

i7-9700k, ASrock Z390 mobo, 32gb ram, rtx 2080, 750W TT PSU, windows 10. Userbenchmark puts my CPU in 11th percentile (way below expectations) Am I bottlenecking it?

It's only hitting 4.2ghz, it should be reaching 4.7ghz or close to it under load. This is probably due to heat. CPU temps under load?

Are you OC? Do you have your power settings in windows to performance? Not sure on the grading scale of this test, but I wouldn't bother with these. Get a more accurate representation of your CPU by running CB R20, as then you can easily compare to your CPU score with others.
