it was in fact just a driver error. i managed to uninstall the old driver (359.00) and install the latest driver, 361.43, and everything seems to be working fine now. will post pictures in a little bit of the finished build!

So, with a few online PSU calculators, my system is drawing about 500-550 watts. I should look for a PSU in the ~750 range? any recommendations?
