Which PSU do you have? Maybe that's the problem here.

Just to be sure, did you reboot after remotion and after re-installation? did you turn off the page file? BTW, I don't even have that option to choose between DX or Mantle in the settings and play perfectly well with a R9 270. Regards

Normal temps, just make sure you set the fan to max speed too, that way you will prevent artifacts from unstability due to excessive heat.
