I fixed the problem by using the Reset your PC option in Windows 11. I backed up my data and wiped the system. I noticed right away that File Explorer is running as normal. So smooth and lag and sluggish free. The computer is a lot more responsive too. I wonder what went wrong with the system...

I did not total wipe the OS. I just joined the insider program and updated to Windows 11 that way. I also don't really want to reinstall everything again.
