    Maybe take apart the laptop and clean any dust in the heatsinks and around the fan. sounds like a thermal throttling issue as the CPU is extremely hot, and the clock is probably 1/3 what is should be.

    No, I mean is the audio coming through HDMI? I have my headphones plugged into my monitor, where the sound comes from my GPU's audio processor.

    Your 980ti was overclocked. This makes the 980ti perform better than the stock 1070, and a jump from what basically is a 1070-equivalent to a 1070ti shouldn't be all to noticeable. Maybe like a 8% increase in FPS. Could also be a slightly older CPU that just slightly bottlenecks your 1070ti.

    If you are on a budget, get a Ryzen 5 3600x, and is about $180. It is a fantastic CPU, and is probably the best for the money. You probably don't want a fancy Mobo, so don't spend more than $60-$70 on one. And with RAM, get two 8Gb sticks of DDR4, which will cost $60-$70.

    Not an accurate guess, but AMD probably won't let Nvidia steal the low-mid price market, so hopefully not too long. There are rumors of the rx6700 and 6700xt will released in early January. Your 480 would be a decently priced cell at probably something like $150 or so.
