I managed to find problem, it was lack of drivers on iGPU, I just used my old NVidia 9500gt and everything worked fine, that LED was lit because I had to set USB as top boot priority, for everyone having similar problem just try using some GPU.

Don't bother answering, monitor is working properly, for everyone having similar experience I suggest checking with other PC but charging out monitor before trying(pull out cable and press power button to draw remaining power), now there is problem with PC that I need to solve.
