the b350 mobo should be fine but i would recommend at least a 600w psu for overclocking but it deepens on the cpu lottery i dought that you will get a chip that cant go past 3.5 but is possible also get a good cooler a aio if possible but if not a cryorig h7 should be good enuf to get to 3.6...

have you tried going in the bios and turning off thermal throttling
