Is there a way to make it so that it can get to 3200Mhz without changing MOBO?

UPDATE Reset windows, everything running smoothly now.

I tried installing the newest cpu drivers from intel and there's an error stating that no devices were found that were compatible with the driver

So basically, I've installed a new motherboard, CPU and RAM onto my system and everything is running super slow. I've installed all motherboard drivers and done nothing else. Please help. Spec: i7 9700K ASUS ROG gtx 1060 at 6GB ASUS ROG Strix B360-F 16GB Corsair RGB RAM at 3200Mhz

I've used MemTest and it shows that there isn't an issue

The CPU seems to be reaching quite high since I switched motherboards, probably due to small amount of thermal paste I reapplied but it was fine before and it still crashed.
