An Update for anyone reading this: I fixed the issues by setting all of the settings to medium, anisotropic filtering to X8 and the framerate cap to 30, that was the only way to stop the stuttering

I'm at the end of my rope with this awful piece of silicon, even after re installing drivers, tuning settings and so on, my 580 just fails at being a good gpu. I should not have so immense lag and stuttering in GTA Online, my GPU usage should not be at 80% max with a decade old mid-low high end...
