[SOLVED] Why is my RX 580 in particular so utterly horrible?

I'm at the end of my rope with this awful piece of silicon, even after re installing drivers, tuning settings and so on, my 580 just fails at being a good gpu.

I should not have so immense lag and stuttering in GTA Online, my GPU usage should not be at 80% max with a decade old mid-low high end cpu, my power usage should not be 65 watts higher than the equally performing 1060 6GB.

Why is my 580 this utterly useless to the point that im on the verge of putting my HD 7870 Ghost in it's place, does anybody else have such massive issues with this abomination of a gpu that cant run a game from 2013 on medium settings.

CPU: I5 3570K
Mobo: Asus P8Z77V-PRO
Ram: 8 gb DDR3 @1600
HDD: Hitachi ST1000DM003-1ER162
GPU: PowerColor RX 580
PSU: Seasonic Gold 550w
Chassis: CoolerMaster HAF 912+
OS: Windows 10 Home version 19042.1165
And no info on the bios version.

I must add that i had similar problems with my main system when it had the 580, and it specs are:
I5 9400F
Asus Prime Z-390P
16 Gigs of 3200 DDR4
WD 1tb 7200rpm hdd
Corsair CX 550M
Cooler Master Masterbox 5 Lite
Cant remember the Win version and no info on the bios.

I don't want to be an Nvidia fanboy, but combined with the lackluster performance of my 580, the inferiority of Radeon software and the driver issues overall, i just simply dont like their products, and this is not helping their case. I had none of these issues with my 1070 Founders.

An Update for anyone reading this: I fixed the issues by setting all of the settings to medium, anisotropic filtering to X8 and the framerate cap to 30, that was the only way to stop the stuttering
Which GTA are you referring to? Also, you will need to list the specs to your build. Please list them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

Include the make and model of your PSU and it's age. If you're on Windows 10, include the version for the OS. Check and see what BIOS version you're on at the time of writing. You will also need to try and use DDU, then manually reinstall the latest GPU drivers in an elevated command, i.e, Right click installer>Run as Administrator and see if that helps with your gameplay.
