    I would personally go for a better motherboard+SSD, and 8GB of RAM. If you ever need more in the future, you can very easily upgrade to 16GB. I would recommend EasyLover's build.. r9 280x is slightly better than gtx 770 and cheaper as well.

    No, get windows 8.1 Just install ClassicShell and you can use it just like Windows 7, with the additional benefits of longer support, better task manager, better DirectX support in future, etc. I really don't get why anyone would advise windows 7?

    Accidently turned on newly built PC without plugging in the 8 pin EATX cable.

    I assume you already turned off the psu, hold the power button for 10 secs. Wait, then turn psu on and boot again with the cables plugged in?

    Oldish custom build. Had a graphics card failure (burned out) replaced it and system only boots 1 in 5 times.

    Not sure what is is man, but sounds like psu or motherboard. Do you have a spare psu so you can test (without gpu ofcourse)? EDIT: Just saw you are not comfortable with hardware.. maybe there is a local PC shop that can first just test your psu?
