No don't buy GTX 1650. Rather buy RX 570 than that card. Better buy GTX 1650 Super that has better technology (GDDR6) which will gives better performance for around 20$ish than the GTX 1650 (GDDR5).

I know it sounds dumb, but in where I live if there's some problem with the RAM, we often use an eraser and erase the side of the RAM that plug into the RAM slot (I don't know what it's called). Like, you wipe the eraser gently at that side and it usually works like a charm.

Not quiet or maybe even no. But sure thing if you want more performance you need to upgrade that CPU. The CPU is the one that's bottlenecking the fps not the RAM.

Might be faulty power outlet? Have you tried another power outlet in your house? Or might be faulty power source from your city? Since you've changed all of the components 3 times and nothing changes, might be from the power source itself.

The RX 570 one is pretty good entry-level card. It beats GTX 1650 and just below the GTX 1660. So for temporary GPU, buying used RX 570 with cheap price can accommodate your gaming enthusiast for a while.
