Cooling pads won't make as much of a difference as the internal fan of your laptop will. Cooling pad will lower the temperatures only by 5-10 degrees and that too isn't guaranteed. Seeing that your internal cooling system isn't working effectively at all, you will need to invest in a very good...

Check your boot device order in your BIOS, set it to the HDD with the OS. If it already is right, then try replacing CMOS battery, it might be dead.

Have you tried to just set the correct date/time in BIOS? What happens? Are you able to boot to windows normally? Are you getting a security certificate error on your browser?

There could be a lot of reasons as to why your CPU is heating this much. But I would say that the cooling isn't happening as fast or as effectively as it should be. You say that it's a used laptop, so maybe try applying a good thermal paste to your CPU and GPU. This should drop the temperatures...
