My acer laptop suddenly won't boot up correctly, when i turn it on it sends me straight to a blue recovery menu, can't continue to windows and when I try tk fresh install from USB it get the "could not set the offline locale information" error. I'm kinda stuck

having some issues with my pc, it turns on, all fans spin, all lights are on. but monitor won't turn on(or I just get a black screen, it's hard to tell), keyboard turns on but mouse doesn't. I tried removing the ram and gpu, tried the resetting the cmos and still nothing. it's a msi motherboard...
