UPDATE: I just noticed that my cpu is constantly running at speeds that are above its base frequency (3.30Ghz). Is this normal?

UPDATE: I just went into resource manager and saw that my CPU is at 111% Maximum Frequency or something. I have no idea why that would be.

Also what in game settings do you have? Another good thing to do would be install Optifine.

Have you enabled all the cores on your CPU? Minecraft is more CPU dependant then GPU.
