I've used 3000MHz RAM with this Ryzen, same problem, also OS is installed on SSD, and even when the SSD is the only one plugged into the mobo, stuttering still occurs.

OK, so I've realized that when the stutter occurs, both my GPU and CPU usage spike down, and quickly get back up.
