all you change with a good WC loop is the cpu block, you can easily upgrade the cooling when required, your only limited by ure budjet and imagination.
just have a look at this crazy pc http://forums.bit-tech.net/showthread.php?t=170938
well go for the cpu only first as wc'ing the gfx cards only reduces the noise and temps.
then if you upgrade ure gpu's alot you could go with non full cover blocks which can be used on multiple cards not just one specific card
well im probably not the best person to advise you if you are planning to keep your pc for any length of time but if that were my cpu id take it as fast as it would go with 1.5v :D

rolf keep dreaming i can only get my e8600 upto 4.8ghz stable and it clocks really well, so i wouldnt expect much more than 4.2 tbh and that will be with high vcore etc.
if i were spending $900 on cooling id go for a custom made SS you could expect a heat load of 300w to be at -35c.
if your only goal is for overclocking and not for noise then running gfx cards with the fans is fine as you wont see much of an increase in speed with water.
nice wc loop's...
an overclocked i7 can nearly be as fast as two slow xenons, plus what program can use 16 cores :P, the 5870 with 3 monitors is a def plus but you dont need to spend £200 on each of them...
ok thats alot of questions so ill try to answer them all but not in order lol,
the ram divider is set by the bios not the ram :P, secondly any ddr2 1066 is all you need with a e8400, as you wont reach any where the 533 fsb,
keep the mem linked to the cpu it provides alot more stabilty,
that...
