I think there is a massive bad batch of 4790K's, as you can see from the last post on the second page of this thread, this guy was in contact with his retailer to have them test his RMA'd CPU for thermal irregularities, and they discovered there was some, and then tested 4 more replacement CPUs...

Ok so before even letting it run the thermal paste reapplication helped a ton. Prior to doing this it was shooting up to ~78C immediately after starting small fft test in p95, now it's not even hitting 60 after a few minutes. I think I must have put it on wrong initially.
