You shouldn't judge the clockspeeds of laptop CPUs and GPUs. They cannot just take up so much power, so they have to downclock a lot. You could try to update your drivers, or wipe all your drivers and do a clean reinstall because older drivers could conflict and result in crazy lag like this.

The GTX 750 is far stronger (slightly weaker than the R7 260X, around the 7790 range), and uses I think 17 Watts less power than the 7770.

I just replaced my PSU with a new 600W PSU. Everything was fine, but when I startup windows, it freezes at the startup logo. The PSU is from Cooler Master and I got it completely new.

Actually a Radeon 7790/R7 260X would suffice. They are cheaper than the GTX 750 Ti, and somewhat faster. Unless you have a really crap PSU, you should go get a 7790/260X

A PS4 is equivalent to a Radeon 7790 plus an AMD FX 6100 (only 6 Cores are available to games). A GTX 780 Ti is far faster than the Mainstream Radeon 7790. Also, you should really reinstall your drivers, that is possibly why you have 30FPS in GTA IV.

You should go wipe any drivers and reinstall them, bad Drivers can easily cause problems.

You will bottleneck the heck out. The Pentium G3320 was meant to check e-mails, Skype, Facebook and look at lolcats, not meant for gaming in any chance. Get something better, like an i3. If you want to game, you would at least need an i3/FX 4100, or else the CPU will bottleneck the GPU.

The GTX 760 is equivalent to a Radeon 7950, which is a step ahead of the 270X. With that said, getting the 760 will be worth the money. Furthermore, it is not a time to get a 270/270X given the high demand from LiteCoin miners that result in retailers raising the price.
