The problem persists with either gpu

Already checked for bent pins, also updated the bios

When I press the power button the EZ debug LED goes from cpu to vga, it gets stuck on vga longer than normal. When it finally boots the farthest I can get is the bios, then the PC will shut off and start trying to boot again. It reboots over and over. The fans stay running but the PC will keep...
