The screen turns on, I (sometimes) get the ASUS TUF GAMING logo and some text that says to press F2/DELETE to enter the BIOS. If I do nothing, the screen goes black. If I press DELETE, it loads the BIOS.

Oops, I guess I forgot to mention that the CPU and GPU are his, we took them out of his PC.

Well, the issue is with the drive/Windows, is it not? The system is basically his rn, the only real difference is the RAM and the MB.
