A guy I work with offered me to buy his R9 390 8gb video card for around $160 but I'm afraid that I will bottle neck and it wont be worth my time?

two days ago when i booted up my pc i got the system repair loop and i can't even wipe everything and do a fresh restart, my friend came over to see if he could notice any problems and he told me that it isnt recognizing windows on my hard drive and i dont know what to do to fix it.

I recently bought a new HDD for storage on my computer. I have a ssd already installed and it has os on it. my problem is that my HDD shows up in bios and in device management but it doesn't show up in my storage or anything. The HDD is a WD 1tb blue.
